No one has fully answered that one. At times he appears to be a grown man who posts here, while at other times it would seem he is an angst ridden teen, locked in a basement, with the internets as his only access to the outside world.

It has also been theorized that he is an inmate at some high security prison, who, based on favors he pays the guards, gets occasional access to the prison library computer.

Personally, the jury remains out for me.

Tell us about your self Billy. Are you an inmate? Angst ridden teen? Male prostitute?
